Biography

Leo Glickman, one of the founding partners, has a proven history of holding those in power accountable and advocating for progressive causes and candidates. During his tenure as the NY State Chair of Common Cause, he led legal initiatives that compelled the Republican-led New York State Senate to disclose their financial records. This legal battle resulted in a landmark ruling by the Court of Appeals in the case of Weston vs. Sloan, which mandated transparency of the State Senate's taxpayer-funded budget to the public. Mr. Glickman is a seasoned civil rights attorney, representing individuals whose constitutional rights have been violated by law enforcement agencies such as the Police Department and the Department of Correction. Apart from this, he provides legal counsel to candidates running for Statewide and Citywide offices, as well as numerous contenders for local legislative positions. He also offers guidance to political action committees (PACs) on navigating the intricate web of local, state, and federal election and campaign finance regulations. Before co-founding Stoll, Glickman & Bellina, Mr. Glickman served as Counsel to Manhattan Borough President, C. Virginia Fields. In this capacity, he formulated civil rights policies, authored a report addressing discrimination in the taxi industry, and played a pivotal role in the Borough President's responses to the tragic police shootings of Amadou Diallo and Patrick Dorismond. When Mayor Giuliani disclosed the juvenile records of Dorismond, Mr. Glickman drafted proposed legislation aimed at enhancing the privacy rights of juvenile offenders. Prior to his role at the Borough President's office, Mr. Glickman led a division at the New York City Campaign Finance Board (CFB), where he trained candidates on complying with the City's campaign finance laws and leveraging these laws to optimize public funding for their campaigns. His comprehensive understanding of campaign finance law positions him as a proficient campaign advisor and legal representative before entities such as the Campaign Finance Board, Board of Elections, the Federal Election Commission, and various courts.
