Biography

Mathew B. Tully, Esq. is the Co-Founder of Tully Rinckey PLLC. Mathew focuses his legal practice on advocating for military personnel and employees within the federal government sector. He has provided legal representation to federal employees in various federal agencies such as the MSPB, EEOC, and OSC, as well as in court proceedings before the U.S. Court of Appeals for the Federal Circuit and the U.S. Court of Appeals for the Armed Forces. Prior to embarking on his legal career, Mathew served as a field artillery officer in the U.S. Army for three years. Following his personal experience with military discrimination, Mathew obtained his juris doctorate and dedicated his professional journey to safeguarding the rights of veterans and reservists. Holding the rank of lieutenant colonel in the New York Army National Guard, Mathew has committed his legal expertise to championing the rights of military personnel.

On September 11, 2001, while working in the legal department of Morgan Stanley, Mathew narrowly escaped from the World Trade Center and subsequently relocated to Upstate New York. There, at his residence, he initiated providing legal assistance to acquaintances and former colleagues facing similar discriminatory challenges. The demand for his legal services expanded rapidly, leading to the establishment of Tully Rinckey PLLC's Albany office in 2004, following the addition of a partner. The firm's success in federal employment and military law sectors led to its expansion into Washington, D.C. Mathew has emerged as a trailblazer in USERRA litigation, securing victories in significant cases that have significantly impacted laws safeguarding U.S. veterans. His authority in military law is demonstrated through his contributions as a syndicated columnist for the Army Times and his frequent appearances in local and national media outlets to provide legal insights on military-related matters. Notably, Mathew has been featured in publications such as the Washington Post and CNN. In October 2007, he testified before the U.S. Senate Committee on Veterans' Affairs, presenting his critique and recommendations on USERRA. He further shared his expertise on laws protecting veterans in front of the House Committee on Veterans' Affairs in February 2008.

In 2005, Mathew was deployed to Iraq with the 42nd Infantry "Rainbow" Division, stationed at Forward Operating Base Danger in Tikrit. Serving as the acting division chief of operations, he oversaw the planning and execution of security and stability operations in Saddam Hussein's hometown. Mathew returned to the firm in 2006 but was redeployed in October 2007, this time to Egypt. During his month-long deployment supporting "Operation Bright Star," aimed at strengthening relations between the U.S. and the Middle East, Mathew conducted a series of exercises. In 2008, Mathew completed his training at the National Security Space Institute, the Department of Defense's premier institution for preparing service members to contribute to military operations and advance U.S. national security interests. Upon graduation, he was honored with the Air Force Space Medal, recognizing his expertise as a space professional. Mathew further enhanced his qualifications by successfully completing the Army Space Operations Officer Qualifications Course, achieving Army Functional Area 40 certification.
